  1. The Rules and Conditions in regard to hiring of Kamaraj Arangam, are as Follows:

  2. The allottee will normally, have access to the Arangam half-an hour prior to the time booked. Parking of vehicles in the premises of Arangam will be free of parking charges. If the allottee to have additional space for car parking in the Congress grounds, rent will be charged per function in a day provided, it is available……………………………………………………… 6,000
  3. Caution deposit depending upon the type, per function, in a day should be paid. The minimum caution deposit per function, in a day will be
    1. For one slot 10am – 5 pm / 2 pm – 10 pm ……………………………………………………………………… 35,000

  4. It should be remitted along with the rent amount and is refundable, deducting the amounts due to the Trust, towards cleaning, GST, cost of damage, audio recording etc.
  5. Required advance amount, for electricity charges will be collected based on expected usage of electricity. The minimum advance per function in a day will be

  6. The rent, electricity advance and Caution Deposit have to be paid, at the time of booking itself. All payments may be made either by Cheque / Draft payable at Chennai, drawn in favour of “TAMILNADU CONGRESS COMMITTEE CHARITABLE TRUST”
  7. The rent and other charges are subject to alteration. The charges other than rent, which are in force at the time of the function will be applicable. GST on Rent and other charges will be levied, as applicable at the time of the function.
  8. If there is preponement / postponement / cancellation of the function / program, the charges will be as follows.
    1. Prior to 30 Days of the date of the function - 25% of the rent applicable to the respective spell per day
    2. Prior to 15 Days, but Up to 30 days - 50% of the rent applicable to the respective spell per day.
    3. Prior to 7 Days, but up to 15 days - 75% of the rent applicable to the respective spell per day.
    4. 7 days and less - 100% of the rent applicable to the respective spell per day.
  9. No advertisement unconnected with the function should be displayed in the premises of Kamaraj Arangam. Even the permissible display materials should not be pasted even by using stickers inside or outside the Auditorium or pinned in the screen at the stage. No nails / sharp materials should be used touching Arangam’s property, which would get damaged.
  10. Nothing derogatory, abusive or of indecent nature or inimical to the interests of the Trust will be allowed for display.
  11. Necessary permission / licences from the Commissioner of Police, The Indian Performing Right Society and other Statutory authorities for conducting the function should be obtained by the allottee.
  12. Permission for the Video picturising the function inside or outside the Arangam is to be obtained from the authorities of the Arangam, prior to the function, on payment of Rs.500/- for the use of ordinary Camera and Rs.2500/- for the use of ‘U’ matic Camera. For marriage, this charge is exempted.
  13. If there is any urgent requirement of Arangam, for the TNCC Charitable Trust, the allotment will be cancelled and the Rent advance, including deposit amount, if any, will be refunded and the allottee will be favoured with some other available date, if he so desires.
  14. The TNCC Charitable Trust reserves the right to cancel any programme. If in its view, it is inimical to the interest of the Trust. The decision of the Trustee will be final.
  15. No eatables, soft drinks, coffee, tea, etc., will be allowed inside the Auditorium or in the Foyer. However, this is allowed in the specific area where the lessee to run the Canteen is permitted to function.
  16. Strictly, no intoxicant drugs, alcoholic drinks, will be allowed in the premises of the Arangam.
  17. For lighting on the premises, Rs.25.00 per unit will be charged towards current consumption.
  18. If the allottee feels that the storage of water with the Arangam, is not adequate to meet function’s requirements, necessary arrangements have to be made by the allottee to bring drinking water at his cost.
  19. In the event of power failure, Generator with the Arangam will be operated to ensure power supply, without any interruption. The extra cost, involved in utilising diesel to generate power, will have to be borne by the allotee.
  20. Kamaraj Arangam is having lessee for running a Canteen in the premises specified by Aranagam authorities. Hence, no sale of snacks, tea, drinks etc, will permitted in the premises of the Arangam by any other agency, except the lessee. However, there is no objection of the eatables being distributed free in the space specified by the Arangam authorities.
  21. No activity, such as erection of pandal, shed, samiana, serving eatable, tea, coffee, soft drinks etc. except vehicles parking is permissible in the frontage of Arangam building. Providing Loud speakers, sound system, outside arangam building is not permissible as it would cause sound pollution.
  22. During the occupation of the Arangam, if any damage is caused to the properties of Arangam the damage charges will be collected. The cost of any missing item will also be collected.
  23. Those who book the Kitchen or Ground adjacent to the Arangam, their requirement of chairs and tables will have to be arranged by the allotee himself, according to his choice.
  24. Those who book the Kamaraj Arangam Ground and Kitchen, cleaning charges will be collected, according to the usage and left over things, inside or outside the auditorium.
  25. If there is any theft or loss, during the function, the Arangam authorities will not be held responsible.
  26. 25 Seats in different rows viz, E-13 seats and H-12 seats (Total 13+12=25 seats) are blocked and reserved for the use of Arangam authorities. Hence, leaving the above 25 seats, only 1,460 seats are available for use of the allotee.
  27. The allotee is requested to co-operate with the ARangam, in the up-keep of the premises, by not pasting in the walls or by not using stickers inside or outside auditorium, the display materials. However, the materials can be displayed at the stage, without spoiling the screens of the Arangam.
  28. On any account, no extra chairs will be permitted to be used by the allotee inside the auditorium. This should be strictly observed.
  29. Fashion Show, Beauty Contest, Western Type of Music and dance are not permissible.
  30. No crackers In any from should be burst in the premises of the Trust / Kamaraj Arangam.
  31. No service providers in regard to decoration, display, lighting, sound, pandal, furniture etc. are attached to arangam. The allotee are at liability to do their decoration etc. of their choice, without damaging the properties of the trust.
